Japan has become one of the world’s hottest travel destinations, yet many consumers are shocked by how expensive organized tours still are. The contradiction comes down to supply and demand.

A weak yen has made Japan feel affordable for travellers from Canada, the U.S., Europe, and across Asia. Hotels, meals, and shopping can often seem surprisingly cheap once visitors arrive. However, the surge in tourism demand has pushed tour prices sharply higher.

Popular destinations like Tokyo, Kyoto, and Osaka are facing heavy overcrowding, especially during cherry blossom and autumn foliage seasons. Tour operators are competing for limited hotel inventory, transportation capacity, and licensed guides. The extensive labour involved in making all the arrangements is costing the tour companies much more than before the COVID pandemic. Instead of lowering prices, many companies are charging premiums not only because travellers are willing to pay for convenience and guaranteed bookings but also because the labour cost for tour operators is skyrocketing. That explains why last-minute bargains that might have existed before the pandemic are becoming increasingly rare.

At the same time, Japan is moving toward a higher-value tourism model focused on visitor spending rather than mass-budget tourism. As a result, DIY travellers may find Japan affordable on the ground, but organized tours remain expensive.
